Position Summary:
Under the direction of the Director, Information Technology, the Manager, ERP Systems is responsible for managing and advancing the NJTPA’s Enterprise Resource Planning (ERP) Systems, including its SAP System and Business Intelligence platform (SAP Business Objects and Microsoft BI). Responsibilities include business information systems and programming Under the direction of the Director, Information Technology, the Manager, ERP Systems is responsible for managing and advancing the NJTPA’s Enterprise Resource Planning (ERP) Systems, including its SAP System and Business Intelligence platform (SAP Business Objects and Microsoft BI). Responsibilities include business information systems and programming analyses; application systems design, development, implementation, and on-going operation and maintenance; system integrations and reporting; and functional support. Working independently and with only minimal supervision, the Manager generally operates under deadlines and is capable of handling multiple assignments concurrently. The Manager works closely with functional departments and partner agencies in addressing information system needs, assessing solutions, training system users, and solving ad-hoc information management issues, using the most current information technologies available.
In addition, the Manager develops strategies to leverage the ERP System and other technologies to create internal efficiency. The Manager is responsible for the development of an effective ERP System planning process, including creation and maintenance of budgets, integrated project schedules, execution in conformance to plans, and the continuing update and adjustment of plans due to changing circumstances. They also must prepare project technical specifications, including solicitations for consultant support services, and ensure adherence to the NJTPA's financial and procurement processes and policies. The Manager exercises overall day-to-day control of the NJTPA’s ERP System’s projects and coordination of its team resources, balancing the needs for program success with available resources and the skills and capabilities of the staff and consultants. They are also responsible for making timely, effective decisions and interacting regularly across various departments and organizational levels - in order to negotiate solutions that foster strong team relationships and continued success of the program, while approaching needed decisions in a logical and thoughtful manner and weighing conflicting information.

Essential Functions:
• Analyzing functional and cross-functional business process needs and development of process improvement recommendations, including working closely with end users to identify, analyze, and deploy core business processes and workflows to integrate into the ERP/SAP systems and Business Intelligence platforms. • Devising or modifying procedures to solve ERP/SAP systems management problems. Solutions may involve process change recommendations, new or modified data management steps, changes to systems integrations, or changes in technology applications. ERP/SAP systems may be locally developed, commercially licensed, open source, or cloud based. • Preparing detailed technical specifications from which software can be developed, implemented, and/or integrated into existing application infrastructure and supported. This includes preparation and implementation of service design and support packages and consultant solicitations. • Serving as the key technical liaison with third party vendors and consultants providing ERP/SAP system licensing and support services. • Managing various ERP/ SAP projects with multiple deadlines, including handling project management teams, establishing clear communication lines among team members, and developing and managing work plans, project resources, budgets, and schedules – ensuring strict adherence to approved budgets and timelines. • Designing, coding, testing, debugging, maintaining and documenting ERP/SAP systems, job controls, and/or workflow procedures across multiple platforms. This may include performing testing in quality before transport to the production site, and identifying any issues and risks and mitigation measures.

This may include performing testing in quality before transport to the production site, and identifying any issues and risks and mitigation measures. • Analyzing and troubleshooting ERP/SAP system issues reported by end users, and addressing user needs and feedback for system improvements. • Ensuring full and efficient utilization the NJTPA’s ERP/SAP systems by reviewing and evaluating system design methodologies and strategies, validating data inputs, generating user reports, and identifying and installing automated workflow processes and enhancements to improve the user experience, consistent with best practices. • Assisting with deployment and maintenance of SAP reports and GUI interfaces, including SAP BOBJ and FIORI tools and dashboards to improve user experience, data sharing and report development. • Assisting users with data integration and conversions, including integration of SAP human resource, finance and procurement data. • Monitoring and reporting routine ERP/SAP system performance (transactional, periodic, exception, and management), including on-going support of information system operations and maintenance to ensure operational efficiency and an optimum level of performance. This may involve troubleshooting and diagnostics of failures and corrective actions, and product research, evaluation, and recommendation of solution upgrades. • Devising and modifying standard operating procedures, definition of methodologies and guidelines for the ERP/SAP systems’ users and administrators – including, processes, procedures, best practices, data, architecture, security, quality, maintenance and enhancement protocols, and developing communication plans to facilitate process implementation and adoption. • Maintaining ERP/SAP system security, including assigning user access and profiles.

• Assisting users with data integration and conversions, including integration of SAP human resource, finance and procurement data. • Monitoring and reporting routine ERP/SAP system performance (transactional, periodic, exception, and management), including on-going support of information system operations and maintenance to ensure operational efficiency and an optimum level of performance. This may involve troubleshooting and diagnostics of failures and corrective actions, and product research, evaluation, and recommendation of solution upgrades. • Devising and modifying standard operating procedures, definition of methodologies and guidelines for the ERP/SAP systems’ users and administrators – including, processes, procedures, best practices, data, architecture, security, quality, maintenance and enhancement protocols, and developing communication plans to facilitate process implementation and adoption. • Maintaining ERP/SAP system security, including assigning user access and profiles. • Training all users on standard operating procedures, including SAP systems functional and technical processes, motivating and incentivizing users to adopt system enhancements, and facilitating change management, or conducting one-on-one training and group training sessions. • Providing technical guidance to less experienced team members. • Creating and maintaining a financial management process that incorporates annual ERP System budgets and actual financial performance to forecasted performance with justifications for all variances; and accurately forecasts expenditures in alignment with the program budget and supports the budgeting process throughout the project lifecycle. • The position may occasionally require work outside of normal business hours in order to address information systems failures and/or meet program and project deliverables. • Perform other related duties as assigned.

Prerequisite Qualifications:
Bachelor’s degree in in computer science, information systems, or a related field is required. Five years progressively responsible experience in software and information system design and delivery, including: • Expertise in current software design, development, and production methodologies, data management, and systems integration technologies, including ERP systems and Business Intelligence platforms. • Experience in configuration and management of SAP ERP systems, including SAP BusinessObjects and Lumira. • Demonstrated business analysis, technical analysis, software development, planning and organizational skills. • A strong understanding of IT service management best practices. At the university’s discretion, the education and experience prerequisites may be excepted where the candidate can demonstrate to the satisfaction of the university, an equivalent combination of education and experience specifically preparing the candidate for success in the position.

Preferred Qualifications:
• Masters’ Degree. • SAP Certification. • Working knowledge of standard hardware/software in a desktop/server environment, including MS Windows Server operating system, MS Office Suite and 365, SQL database, MS BI, Crystal Reports, and Cognos. • Experience managing and delivering information technology/systems projects.
